Northern Stand Redevelopment 1999 - 2006

The MCG Northern Stand was redeveloped offering world class sports view facilities to match the Great Southern Stand (for which PSA Project also offered project management services). The redevelopment meant approximately 60% of the ground's seating were state of the art, including provision of a new members stand and additional top quality public areas. This increased total seating capacity to nearing 100,000. The arena surface was also reconstructed in preparation for the Commonwealth Games opening and closing ceremonies and the athletics to be held at the MCG in March 2006. Top

Melbourne Park Stage 2 Redevelopment, Major Projects Victoria

Melbourne Park is currently going through its second major stage of redevelopment that includes the addition of a new multi-story administration building, upgrade to Rod Laver Arena and construction of a link bridge from the precinct over Batman Avenue. PSA Project has provided Major Projects Victoria with Program Management services in feasibility planning, programming, staging and contractors programme evaluation that maintains the year round operational requirements of the facilities including the Australia Open. Multi-Level Structure & Southern Roads,  Melbourne Airport

Providing Melbourne Airport with specialist Program Management services on one of their most complicated works programmes undertaken. Master planning was undertaken along with detailed feasibility analysis & testing of the sequencing and durations. Risk management was key to identifying the necessary enabling works to be undertaken to ensure delays did not impact critical operations and overall project outcomes could be achieved. The scope of services also included tenderers programme evaluation through to award of contract & ongoing monitoring, evaluation and reporting within the contracted requirements as well as detailed claim assessment.Top

150 Collins Street-Westpac House, APN Property Group

Working closely with the developer with independent monitoring & evaluation of the construction progress by the contractor against agreed deliverables. Identifying critical activities that are delaying the works along with mitigation strategies. Establishing reporting templates and discipline of weekly reporting to stakeholders to an agreed format. Providing the developer with independent claim assessment.Top

Melbourne Rectangular Stadium, Grocon

Providing the contractor with Program Management services, including master programming and planning, controlling & reporting, including detailed contract documentation planning and the ongoing monitoring & evaluating of progress. Working closely with State Government (MPV) to provide monthly progress reports to an agreed format. This also included the detailed planning of over-sized deliveries for the roof members, this required road authorities co-ordination to a scale in which had never been completed before. Top

Crown Casino, Grocon

Working with the contractor Grocon, master programming was undertaken on one of Melbourne’s most recognisable buildings on the south bank of the Yarra River. The project was challenged with master planning consideration of the King St Bridge Wall and structure over the critical city thoroughfare road cutting through the site. Feasibility testing and analysis was required along with staging of construction sequencing, critical access paths, cranage, laydown space and general site logistics. Full project planning, programming, co-ordination, monitoring & evaluation for construction was undertaken. Top

Victorian Bushfire Recovery Program, Victorian State Government

Working within the Authority (and later directly with Council), providing services 8months after the event initially developing master programme for the overall Reconstruction program and then establishing project business cases with stakeholders and government agencies to seek funding approval. Program Management (10 projects) from initial consultation & feasibility studies, managing all design stages, cost management and contract delivery through to commissioning & handover. Projects include Marysville Community Centre, Kinglake Recreation Reserve & Tennis Pavilion, Strath Creek Hall & Pioneer Reserve upgrade. Top

Casey Aquatic Recreation Centre (ARC & RACE), City of Casey

Working with the Casey Council to deliver the 2 state of the art swimming and leisure centres (ARC & RACE), incorporating Olympic standard main pool, program pool, sauna, spa as well as specialty leisure & aquatic play, together with child minding facilities, gymnasium/fitness centre and associated support areas. Role and responsibilities included the brief development, consultant selection and design documentation process to ensure the developed facilities met the sports, community and revenue generation objectives of the council. Glen Eira Sports & Aquatic Centre,  Glen Eira City Council

Providing the Director of Infrastructure, with specialist Program Management services early in the project development phase, this included initial master planning with testing and analysis of options for final business case approval. Following commitment of funds, the development of a Master Programme to enable the Council Officers to implement. Tendering support was provided utilising proven selection criteria systems for evaluating the best value design team and contractor. During the construction phase monitoring & evaluation services were provided to independently advise Council executives on progress and key issues.Top

Duncan Mackinnon Pavillion,  Glen Eira City Council

PSA have been working closely with the Major Projects Team and the contractor onsite in providing independent monitoring and evaluation of the construction progress. Regular assessments were undertaken against an agreed baseline programme using PSA’s proven traffic light reporting of critical path items. This enabled the contractor to focus on the important items ahead of time before they affected the Councils agreed outcomes, resulting in less risk and improvements in the contractors timely performance.Top

Chapel Off Chapel,  City of Stonnington

PSA engaged to provide full Program Management Services on this challenging refurbishment and improvement program of works. Working within an operating environment and a short-term shut down period, PSA are working closely with the Council operators to develop the design and co-ordination of the site works for an effective & efficient construction programme with multiple contractor’s onsite and a must finish deadline. IT/Education

 

Swanston Academic Building, RMIT University

PSA Project has provided strategic planning, feasibility master programming, design programming and input into the risk management assessment as RMIT planned for the construction of a new 13 story academic teaching building on Swanston St. In addition PSA assisted with the planning, contract input and assessment of the tenders programmes leading up to the appointment of the successful head contractor. PSA provided advice in finalisation of the contract programme and expertise with the provision of detailed monitoring, evaluation and reporting of works on and off site along with general risk analysis and advice.

New Academic Street Development, RMIT University

RMIT is currently undertaking a major upgrade and expansion of Buildings 8, 10, 12, 14 and 28 along Swanston St in the centre of Melbourne to meet the growing requirement and demands of the University whilst requiring to maintain student teaching spaces and circulation during construction. PSA Project is providing RMIT University with feasibility planning, staging, programming, co-ordination, contractors programme evaluation, monitoring, evaluation and reporting for construction of this project. Melbourne University Redevelopment, Equiset

The program of works involved program feasibility planning, staging, programming, co-ordination, monitoring & evaluation for construction of a 3 level underground Carpark & associated road/civil works, two 6 level teaching facilities and a 13 level law faculty (Building C) which was constructed over an existing substation that had to be kept fully operational during construction. Mails & Parcel Network Equipment Delivery Program, Australia Post

PSA Project Supported Australia Post in the delivery and rollout across a series of major programs including the Letters Network Restructure, Parcels Network Restructure, Boarder Agency Programme and Future Delivery Design Program. This included the provision of project planning, programming, co-ordination, monitoring & evaluation for the program of works which included new and refurbishment of existing facilities, new mail sorting equipment, IT systems and associated change processes.Top

Program Management Office, Australia Post

PSA Project supported the Australia Post Mails & Network Division in the establishment of Program Management Office that included supporting Program Management documentation and processes. This included reviewing and establishment of standard methodologies, governance processes and template (incl. gating, risks/issue/change management), development of summary schedules and resources plans and in addition providing mentoring and consultation to project managers. 35 Albert Rd Apartments, Equiset

PSA is showing the way with their continued successful Program Management methods and techniques with the completion of this uniquely shaped apartments building in Albert Rd, Melbourne. The Emerald Apartments consisted of 3 basements, 3 levels of car parking from ground level and apartments from L3 to L18 with a roof top garden. PSA provided Equiset with practical strategic and detailed design and construction planning advice supported by their proved monitoring & evaluation methodology to enable the successful delivery on time within a very aggressive programme. Phoenix Apartments - 82 Flinders St, Equiset

PSA Project worked closely with the contractor Equiset on this unique 29 storey development, the first high rise of its kind in Melbourne measuring 24.3m x 6.7m wide, making it one of the skinniest buildings on Melbourne's skyline. PSA provided expert project feasibility and program management services and proposed construction methods during the planning phase through master planning. PSA’s proven methodology of regular monitoring, evaluation and reporting of the construction progress identifying critical areas for action  enabled focused onsite and off-site to achieve and successfully deliver the project objectives. Geelong & Warrnambool, St John of God Health Care Hospital 

PSA provided full Project Management responsibility for two major redevelopments in Geelong and Warrnambool over a 7 year period. PSA engaged successfully with the operators to understand their key functional requirements up-front and ensured that these were incorporated into the project outcomes and continually monitored during design and construction. PSA utilised a form of novation contract successfully that reduced program duration and decreased project risk for more certainty of outcomes to the stakeholders. Top

Children’s Hospital, Royal

PSA worked closely with the Principal in reviewing the options during the initial feasibility stage of its latest redevelopment program. Master Planning included engagement to establish key criteria and development of workable project plans. As part of the master planning, PSA completed risk analysis to determine the best value staging and sequencing required to deliver the agreed project outcomes as well as relocation requirements of the occupied areas. Rathdowne Place Aged Care Facility, Equiset & Australian Unity 

PSA Project worked with the contractor Equiset in providing expert program management services on the Carlton Wellbeing aged Care facility. In construction of the 6 level aged care facility including gym, pool and adjacent parkland area PSA Project provided feasibility planning, programming, co-ordination, monitoring & evaluation for a 6 level aged care facility. In addition support was also provided to the client in planning and preparation of operations of the new facility. Top

RTDR, RHP3 - Rio Tinto Dolphin Replacement & RoyHill, Toyota Tsusho

PSA are supporting Toyota Tsusho (Australia) Pty. Ltd. with their expansion into the supply & fabrication of modularised structural steel in the mining and energy sectors through Program Management. PSA’s methodology is enabling Toyota Tsusho (Australia) Pty Ltd. to focus on integrating the organisations vision and strategy into project outcomes and deliverables. Regular monitoring & evaluation of progress, coupled with establishing governance procedures, supports the communication of vastly remote stakeholder group. Our methodology accurately models how the project will be implemented with due consideration of risks and resources. Top

Oz Minerals

PSA provided supported Oz Minerals in the refinement and development of Program Management office templates to support the standardisation of process across all their mines. This also incorporated the development and delivery of a training package associated with the rollout of the processes along with training in the use of Microsoft Project. Top

South Melbourne Substation, Powercor

PSA supported the project team, with development of the project brief for the selection of the Design consultants. PSA engaged with the stakeholders to establish an agreed set of criteria to support the evaluation and selection process for the best valued consultant group. PSA successfully provided the in-house team with support and mentoring through the design phase and during the tendering process for the construction contractor. Top

Station Pier Redevelopment, Department of Infrastructure

Providing Program Management services to the Department of Infrastructure including design management and development of tender documentation for the station pier gatehouse redevelopment, as well as contract administration during the construction phase. This role included liaising with multiple departments, government agencies, authorities and the major tenant for approvals and ensuring that the pier remained operational. Top

Shell Mainframe Computer Relocation

PSA Project supported Shell in the detailed planning and preparation for the relocation of their main frame computers. The relocation was undertaken over a weekend with the level of detailed required in the planning and execution required to be down to a level of 5 to 15 minute blocks. PSA Projects programme planning expertise with consideration of the associated risk and mitigation strategies were crucial in delivery of the works. Top


International Community & Health

Under Graduate & Masters Project Management, RMIT University

PSA’s Founder, Dr Paul Steinfort, has collaborated with RMIT University to develop the first year of Post Disaster Program Management Master’s course. Participants learned key aspects of the Program to Project Management Framework methodology (ProFrame), covering rapid project environment assessment, stakeholder engagement, program planning, monitoring and evaluation as well as real life in service learning engaging first-hand with those affected and working within the post disaster environments.Top

International Post-Disaster Workshop’s

PSA’s Founder, Dr Paul Steinfort, has been delivering post-disaster project manangement and community workshops to disaster affected countries such as Australia (1977), Banda Aceh (2004), Japan (2010), New Zealand (2010), Pakistan (2011), the Philippines (2014). The course tried to respond to the affected communities need to be better prepared to effectively deliver the required aid-relief and rebuilding projects in post-disaster situations.  The course covered all of the essential elements of community and post-disaster program management: rapid assessment, effective stakeholder engagement, project planning and preparing for project transition. Local Community Workshops

PSA has worked closely with the Asylum Seeker Resource Centre, Brotherhood of St. Laurence and Spectrum Migrant Services to conduct two Community Program Management workshops for community and non-profit organisations in Melbourne, including over 50 community leaders. The Project Management training to migrant community leaders was part of the Victorian State Government Initiative, Refugee Action Program (RAP). The training provided participants with the opportunity to receive new skills that are effective, proven and easily applied into their communities for all types of projects.Top

MS Project Training

PSA Project have provided training in Microsoft Project bringing practical day to day process, knowledge and experience. Training has included lecturing at RMIT in the Masters of Project Management on the techniques of using Microsoft Project practically including programming logic, critical path and resourcing. Training has also been completed to many organisations including Shell, Oz minerals, Comalco, Mobil Oil, Krupp Engineering, Royal Australian Air Force, SEC - Loy Yang, Glaxo, Powercor and Permasteel ISA to name a few.
